The Regional Administration
Since 1 January 2007, Region Alsace numbers more than 1800 agents. Working under the authority of the President of the Regional Council of Alsace, Mr Philippe RICHERT, they are managed by the General Director of Services, Mr François BOUCHARD.
Out of the 1800 agents, 500 agents are attached to Region headquarters and are employed in the various operational and functional directorates, and 1305 TOS (technicians, operatives and services) agents work in secondary schools and joined Region Alsace on 1 January 2007 within the framework of decentralisation.
The agents attached to Region Headquarters
The various departments at Region Headquarters moved into the new premises at Place du Wacken in Strasbourg in July and August 2005.
Region Alsace is represented throughout the territory, thanks in particular to the territorial agencies and branch offices.

The territorial agencies and branch offices
The territorial dimension of Region Alsace is essential. Thus, in order to fulfil missions within the territory which come as close as possible to what its citizens actually require, territorial agencies and territorial branch offices have been put in place.
The territorial agencies
Their mission:
- Management of secondary school assets
- Management of TOS agents
- Production of a local diagnosis to ensure that training is in accord with employment requirements
- Organisation of tenders for continuous vocational training action projects
- Information and advice to businesses on economic matters
- Promotion and diagnoses for project sponsors in the field of renewable energies

The territorial branch offices fulfil the same missions as the agencies, with the exception of the management of secondary school assets and the management of TOS agents.

Technicians, Operatives and Services in secondary schools
The law of 13 August 2004 on local freedoms and responsibilities transfers technicians, operatives and services in the 75 public secondary schools in Alsace to Region Alsace. These personnel handle reception, general and technical maintenance of buildings and installations (heating, fluids, …), catering and boarding for the 71,000 Alsatian secondary school pupils. These agents can choose to be either integrated into the territorial civil service or attached to the State civil service. At the present time, 87% of TOS agents, which represents 1156 civil servants, have chosen to join the territorial civil service.
